South Africa has formally declared the Israeli chargé d’affaires, Ariel Seidman, persona non grata, marking a sharp escalation in already strained diplomatic relations between Pretoria and Tel Aviv.
The decision was announced on Friday by the Department of International Relations and Cooperation, which ordered Seidman to leave South Africa within 72 hours. He is currently the highest-ranking Israeli diplomat in the country following Israel’s recall of its ambassador in late 2023.
Grounds for Expulsion
According to official statements and corroborating reports, the expulsion is based on what South Africa described as serious and repeated violations of diplomatic norms.
Authorities accused Seidman of undermining South Africa’s sovereignty, citing conduct deemed incompatible with his diplomatic status. Central to the complaint was the alleged use of official Israeli social media platforms to publish insulting and disparaging statements directed at President Cyril Ramaphosa.
The government also cited breaches of diplomatic protocol, alleging that the Israeli mission failed to notify South African authorities of visits by senior Israeli officials. These visits reportedly included engagements in the Eastern Cape involving provincial institutions and the AbaThembu King, conducted without coordination or authorization from the national government.
South Africa described the actions as a gross abuse of diplomatic privilege and a violation of the Vienna Convention on Diplomatic Relations.
Longstanding Diplomatic Tensions
Relations between South Africa and Israel have been strained for years, driven largely by Pretoria’s criticism of Israeli military operations and policies toward Palestinians.
Tensions escalated sharply in late 2023 when South Africa filed a case at the International Court of Justice accusing Israel of violating the Genocide Convention in Gaza. Israel subsequently recalled its ambassador, leaving Seidman as acting head of mission.
Since then, diplomatic engagement has remained limited, with public exchanges periodically exacerbating the rift.
Diplomatic Fallout Anticipated
As of Friday, Israel had not issued an official response to the expulsion. Analysts note that such moves often lead to reciprocal diplomatic actions.
The decision underscores a deepening rupture in bilateral relations and signals South Africa’s readiness to escalate diplomatic pressure over alleged violations of international law and diplomatic conduct.
