Hajj 2025: Tighter Regulations, Smart Technology, and Declining Numbers Define This Year’s Pilgrimage

Saudi Arabia strengthens control measures and embraces innovation to ensure a safe and streamlined pilgrimage

The 1446H / 2025 Hajj season has been notably shaped by stringent regulations, advanced technological deployments, and a significant drop in attendance, marking a new phase in how the holy pilgrimage is organized and experienced.

Strict Oversight: “No Hajj Without a Permit”

Saudi authorities barred over 269,000 unauthorized individuals from entering Mecca as part of the campaign “No Hajj Without a Permit,” aimed at reducing overcrowding and ensuring pilgrim safety.

In addition, children under 12 were prohibited from participating, a move prompted by the tragic deaths of over 1,300 pilgrims in 2024 due to extreme heat and congestion. These new rules highlight a stronger commitment to risk prevention.

Cutting-Edge Cooling & AI-Powered Monitoring

With temperatures soaring above 46°C (115°F), Saudi Arabia activated the world’s largest cooling system in and around the Grand Mosque, featuring 400 industrial cooling units and vast shaded areas.

Authorities also deployed AI-powered drones to monitor crowd movements and ensure safety. Meanwhile, the Smart Hajj app provided real-time updates, navigation tools, and essential guidance for pilgrims on the ground.

Historic Low in Pilgrim Numbers

This year’s Hajj recorded only 1,673,230 pilgrims, the lowest turnout in over three decades (excluding pandemic years). Experts attribute the decline to rising costs, new restrictions, and environmental concerns, particularly heat stress.

Crown Prince Mohammed bin Salman praised the successful management of the pilgrimage, emphasizing the role of security efforts, digital transformation, and regulatory discipline in ensuring a safe and meaningful experience.
