Libya’s Government of National Unity Minister of State for Displaced Persons and Human Rights, Jamal Abu Qrein, met leaders and prominent members of the Libyan community in Istanbul to discuss residency difficulties, legal status and consular services.

According to a statement from the community’s leadership, the meeting took place at the start of the minister’s first tour of Turkey. Residency issues dominated the discussions, alongside education, schools, healthcare, legal and human rights matters, women’s affairs and civil registration. Particular attention was given to displaced Libyans.

Abdullah Moussa Faraj, a representative of the Libyan embassy in Turkey, attended the meeting, along with ministerial delegation members Abdulwahab Badi and legal adviser Safaa Rahil.

Community representatives said they presented issues identified through their work with Libyan residents and discussed ways to address them in coordination with the relevant Libyan and Turkish authorities.

Their requests included following up on the photograph-taking procedures required for passport issuance and renewal at the Libyan embassy in Ankara and the consulate general in Istanbul, with the aim of easing the burden on applicants and improving access to travel documents.

The community’s leadership also called for regular institutional communication with the ministry and other relevant Libyan bodies to provide a clear channel for residents’ complaints and follow up on proposed solutions and their implementation.

The statement did not announce any operational decisions or specific deadlines for addressing the issues raised.

Under the announced visit programme, a broader meeting with members of the Libyan community is scheduled for Tuesday, September 8, 2026, to hear their concerns and proposals directly. Further meetings and discussions concerning Libyans living in Turkey are also planned.
